What is the Functional Framework?

The Functional Framework is an interactive tool designed by Page to help communications leaders evaluate, redesign, and invest in their function. Developed with insights from Page members and grounded in the 10 Dimensions of Effective Functions, the Functional Framework guides you through four iterative steps:  Prioritize, Assess, Calibrate, and Evaluate.

Each step combines a practical checklist with tailored questions you can explore through Artie, Page's AI assistant for communications leaders.

The framework is designed to be revisited, not completed once. Use it when building a new function from the ground up, responding to organizational change, or making the case for investment in your team.

Getting Started: Where to Begin

  1. Review each of the Prioritize, Assess, Calibrate, and Evaluate (PACE) steps to understand the Framework's flow.
  2. Use the Prioritize step to identify what is most important to you.
  3. Take the assessment in the Assess step to identify where you are at the Professional, Pathfinder, or Pacesetter level.
  4. Use the interactive Data Explorer (or the downloadable Benchmark Report) to filter peer data. You can compare your team against organizations with similar regions, revenues, employee counts, and sectors.
  5. Explore the org charts in the Calibrate step and the case studies in the Evaluate step. 
  6. Explore one Dimension and review its progression paths to see what the next level of capability looks like in practice.
  7. Leverage Artie prompts to design custom restructuring plans, map talent upskilling pathways, or draft team transition timelines. 
  8. Make a functional plan using the P.A.C.E. framework, resources, and action steps.

No. Access to the online platform, the Benchmark Report, and the Functional Framework self-assessment is completely free to members as a benefit of your standard Page dues.

5. Who is "Artie," and how do I use him?

Artie is Page’s secure, AI-powered chat assistant, integrated directly into the digital knowledge base. Unlike public generative AI tools that train on unvetted internet data, Artie is trained strictly on Page's high-trust thought leadership, research reports, and peer-contributed case studies.

6. How do I retake the assessment?

For now, the assessment must be manually reset. Email skeeth@page.org to reset your assessment so you can retake it. We highly recommend downloading or printing your assessment before you request a reset.
